Risks associated with using ground controls
Manufacturers’ manuals indicate that the primary control station is located within the platform, and the lower control box should only be used for pre-use inspections without anyone in the platform, or for emergency descent purposes. However, it is common to see ground operators assisting the platform operator in positioning the MEWP, which can be dangerous and present several risks for both operators.
Identified risks
- Crushing or trapping of platform occupants: Operating the MEWP from the lower control box while someone is in the platform can lead to serious accidents, as the operator on the ground does not have the same perception of the movement constraints of the basket and any nearby obstacles.
- Collisions with surroundings: Improper handling can cause material damage to equipment or the surrounding environment.
- Communication issues: The noise from hydraulic engines can hinder communication between operators, increasing the risk of mistakes.
- Differences in control responsiveness: Controls from the lower control box may respond differently than those in the platform, leading to unexpected and potentially hazardous movements.
- Proximity to electrical hazards: Distance perception from ground controls can be distorted, increasing the risk of collision with electrical objects.
Training tools: IPAF's toolbox talk
To raise awareness of these dangers and promote safe practices, the International Powered Access Federation (IPAF) offers a comprehensive information kit called « Toolbox Talk.«
This kit is aimed at everyone involved in the safe use of MEWPs, including users, supervisors, and ground rescue personnel.

Best practices to prevent incidents
- Follow the manufacturer’s guidelines: Adhere to the operational limits defined in the operator’s manual.
- Limited use of ground controls: Ground controls should be used exclusively for pre-use inspections, emergency descent movements, and raising or lowering the machine for storage.
- Team operation: It is recommended to operate MEWPs in pairs, with one operator in the platform and an assistant on the ground. The assistant can monitor the work environment, guide the operator, and manage emergencies if needed.
By adhering to these guidelines, companies can minimize the risks associated with using ground controls on aerial work platforms, ensuring the safety of their employees and the protection of their equipment.
